HSP Standing Leadership Conference

The body has a Sustainable Community Strategy which sets out the long-term vision for the ambitions of the borough based on the things that residents have said matters to them and what we know about Haringey.

It takes account of the key challenges and opportunities facing the borough and is centred on ‘people at the heart of change,' ‘an environmentally sustainable future,' ‘economic vitality and prosperity shared by all,' ‘safer for all,' ‘healthier people with a better quality of life,' and ‘people and customer focused.'

About the Haringey Community Link Forum (HCLF)

In July 2007 the Haringey Strategic Partnership (HSP) adopted an agreement to develop a new accountable body called the Haringey Community Link Forum, set up to:

·        Galvanise voluntary and community representation at strategic levels

·        Provide support for representatives

·        Bring the wider sector together so that we can share our views to influence polices and improve service delivery in Haringey

The HCLF is a network of voluntary and community organisations and the “forum of forums” for Haringey’s voluntary and community sector.

HCLF mission

“To increase the level, accessibility, and quality of services meeting local needs and community cohesion through greater engagement and influence”.

What we seek to do:

  • To work with stakeholders to identify how the voluntary and community sector can contribute towards delivery of targets within the Local Area Agreement and Community Strategy.
  • To collate views of the voluntary and community sector on strategic issues, ensuring they are fed into the debate through the HSP and other fora.
  • To engage frontline organisations so they have enough information and the systems to influence policy.
  • To support community needs in order to influence policy.
  • To propose solutions where things could be better.
  • To support better partnership and collaborative working.
  • To support statutory agencies and the partnership (HSP) in clarifying the role and expectation of the voluntary and community sector in Haringey.
  • To support the voluntary and community sector to understand the balance between campaigning roles and service delivery.

What the HCLF does?

  • The Haringey Community Link Forum aims to ensure that Haringey has the best systems for effective representation of the voluntary and community sector.
  • Enable voluntary and community Sector (VCS) organisations to have their say.
  • Help strengthen the sector at strategic level.
  • Implement transparent process for elected voluntary and community representatives at a strategic level.
  • HCLF work programme.

How does our organisation have its say?

  • By attending regular meetings, where your organisation’s views can be expressed and later directed to relevant Board, decision-makers etc.
  • By joining one or more thematic forums. There are currently six, focusing on: Better Places, Children and Young People, Integrated Housing, Enterprise, Safer Communities and Well-being.
  • By contacting HCLF at any time to share your views.

Who represents the Haringey Community Link Forum (HCLF)?

There are 24 representatives’ seats for the Voluntary and Community Sector at the strategic level. The 24 seats are broken down as follows; Main Partnership Board (6), Better Places Partnership Board (3), Wellbeing Partnership Board (3), Integrated Housing (3), Children and Young People Partnership Board (3), Enterprise Partnership Board (3) and Safer Communities Partnership Board(3). These representatives were nominated by HCLF member organisations and were successfully elected via an open election process. You can see a list of the newly elected HCLF Representatives here.

Why should your organisation join the HCLF?

 As a member of HCLF your organisation will be able;

  • To be heard, take part and participate in meetings for the development of the HCLF
  • To take part in our workshops, trainings, forums, events etc…
  • To get involved in influencing policy and service development collectively.
  • To network with other Voluntary and Community Organisations.

What are the membership criteria and cost?

Membership is FREE and you will need to be one the following:

  • A constituted voluntary and community organisation in Haringey or an organisation based outside of the borough that has a substantial percentage of Haringey residents using their services.
  • A voluntary and community organisation governed by a committee of volunteers with Terms of Reference, and/or with governing documents falling into one of the following headings; Constitution, Memorandum and Articles of Association, Trust Deed, Set of Rules (Industrial and Provided Societies), terms of reference (for community forums etc).

Note that: membership of Haringey Community Link is separate to HAVCO’s membership but automatic membership is available for HAVCO Members if requested.

How does our organisation become a member?

Complete and return a CLF membership form download the online application form or call HCLF team on 0208 880 4033/4079 for a form to be sent to you.

What support does HCLF provide?

Tailored training and support will be provided to voluntary and community sector representatives.

`However the Forum will also be holding meetings for the wider sector to come together to discuss what’s important to them and we will be looking at developing specific training to enable organisations to know more about commissioning/contracting etc.

Supporting the Sector

HCLF provides support through information (for example newsletters and website), training opportunities, advice and practical assistance. The CLF has developed a web-portal for members. The aim is to extend the reach of his community engagement function and bring added value to the Forum. The web-portal will offer members and elected representatives the following benefits;

  • Policy briefings
  • Minutes and agendas for the HSP and Themed Boards
  • A notice board where elected representatives can exchange views and experiences and ask for advice (not open to public viewing)
  • Consultation opportunities with the wider sector.
  • Email bulletins of information arising from the Partnership Boards and key priorities for influence and raising the voice of the sector.
  • Notice of events, meetings and themed forums.
  • Update of latest policy information and tenders

HCLF has been supported throughout its development by the London Borough of Haringey, which has remained the Forum’s core funder.

Haringey Community Link Forum “Valuing the Sector”

The event was held on 2nd September 2008 at the Cypriot Community Centre.

The event attracted 83 delegates who had the opportunity to engage in questions and answers with guest speakers with policy experience and knowledge of the voluntary and community sector.

Delegates also had the opportunity to engage in workshops of their choice, in different priority policy.

Partnership and Procurement

HAVCO has introduced a service to help local community groups and voluntary organisations manage the shift from grant-giving to commissioning. Grants continue to be very important for many groups and HAVCO continues to provide a Funding Advice service for those seeking help with grant-funding. All organisations, but particularly those interested in delivering commissioned services, are recommended to look at HAVCO's Quality Programme.

If you are unfamiliar with some of the 'jargon', please download our Jargon Buster (pdf). We aim to communicate in plain English but will need to use some bespoke terms to ensure accuracy. 

Our service will support community groups and voluntary organisations by:

  • helping them to assess the benefits/disadvantages of working in partnership
  • enabling local groups to form partnerships which bid for public service contracts
  • disseminating information about local commissioning opportunities
  • providing workshops to improve understanding of commissioning/procurement processes and how to bid successfully
  • working with commissioners in statutory agencies to ensure that they are kept well-informed about the community/voluntary sector and what it can offer

Our service will include:

  • An electronic newsletter (COllaborate!) providing up-to-date information, details of events etc.
  • resources for those interested in partnership and procurement on HAVCO website
  • one-to-one help for community/voluntary groups with partnership and procurement 
  • workshops for local groups interested in partnership and collaboration
  • opportunities to find out more about procurement and commissioning and what it means for your organisation
  • practical help for groups bidding for public service contracts

Why involve volunteers?

  • If you involve volunteers, you will be able to do more with limited resources.
  • Volunteers can bring new skills and talent, into your organisation, complementing those of your existing staff.
  • They can also bring fresh ideas, helping you to innovate and to improve your work.
  • By involving volunteers you will gain a more diverse workforce, which better reflects the community that you serve.

Haringey Volunteer Centre offers a range of services designed to help you find the right volunteers and work with them effectively.

Volunteer Brokerage Service

We help organisations find volunteers through our Brokerage Service. If you send us an outline of the role that you want volunteers to carry out, we will advertise your opportunities. When we find someone that meets your requirements, we will refer them on to you.

Good Practice

There are clear advantages to adopting good practice when working with volunteers. By following a few simple steps, you will find it easier to recruit the right volunteers, your volunteers will stay for longer and they will be more motivated. We provide the following services to help you to improve your working practices.

Haringey Volunteer Award

Haringey Volunteer Award

Haringey’s Volunteers donate a huge amount of time to the community. But their contribution is sometimes overlooked, and they are often not given the recognition that they deserve.

We want this to change, so we are organising the Haringey Volunteer Award scheme to celebrate our local ‘unsung heroes’ and the organisations that support them.

How will it work?

  • Haringey residents that complete 50+, 100+ & 200+ hours volunteering will receive a certificate in recognition of their contribution - bronze, silver & gold certificates.
  • Organisations that support their volunteers to complete 100 hours volunteering will receive a certificate in recognition of their contribution.
  • We are currently exploring the possibility of holding a high profile awards ceremony in spring/summer 2008.

How to claim Volunteer Awards

  1. Organisations should immediately start to keep records of the hours that each of their volunteers contributes using a Record of Volunteering Form (PDF).
  • Each time your volunteers contribute time to your organisation, write down the number of hours that they have volunteered.
  • Note down the cumulative total (the overall number of hours they have volunteered)
  • Make sure their line manager or supervisor signs the Form to indicate it is accurate.
  1. Once your volunteer reaches 50, 100 or 200 hours, tick the appropriate box on the form, add your signature and send a copy to us – we will then issue the appropriate certificate to the volunteer.
  1. Once your volunteer reaches 100 hours, your organisation will be eligible for an Award. Again, simply add your signature, send a copy to us and we will issue a certificate to your organisation.

Support for organisations

Volunteer Involving Organisations (including public sector agencies) that participate in the awards programme will be able to access support from the Volunteer Centre to help them find appropriate volunteers and manage them well, including:

  • a basic volunteering ‘healthcheck’ & support to develop their volunteering policy and role descriptions.
  • opportunities to advertise their volunteering opportunities on the national volunteering database and through the Volunteer Centre’s community outreach.
  • access to membership of the Volunteer Coordinators Network for advice on good practice and peer support.
  • regular information bulletins on volunteering issues.
  • access to free training in volunteer management.

  3. To promote best practice in the recruitment and management of volunteers within volunteer involving organisations.

How it will work

  1. Volunteers that complete 50, 100 or 200 hours volunteering will receive an award from the community in recognition of their contribution.
  2. Voluntary and community groups will also receive an award for each volunteer that they support to complete 50, 100 or 200 hours volunteering.

Partnership Support

HAVCO provides help and advice with partnership working. We provide good guidance, one-to-one advice and training in partnership working.

The need for collaboration is increasing, mainly due to increased pressure from funders. Therefore voluntary and community organisations need to prepare themselves and begin discussions on whether they are ready or interested to form partnership.

There are downsides as well as positive aspects to partnership working. But most partnerships are developed for financial benefit, such as a range of small-to-medium service providers forming a collaboration to enable them to compete against larger commercial organisations to secure a large contract.

Haringey Volunteer Centre logoHaringey Volunteer Centre promotes and supports the development of volunteering in the London Borough of Haringey.

Activities

Our main activity is to recruit and place volunteers within not-for-profit organisation through our Volunteering Service.

We also seek to:

  • Raise awareness of the benefits that volunteering can offer individuals, organisations and the community.
  • Create more volunteering opportunities, by helping voluntary, community and public sector organisations develop new roles for volunteers.
  • Develop organisations, building their capacity to recruit, supervise and manage volunteers effectively.
  • Campaign for increased funding and resources to develop volunteering in Haringey.

Community Accountancy

AccountancyFree accountancy advice and support for voluntary and community organisations in Haringey to operate payroll and assist with accounting and financial management.

Support available

The service can help you with:

  • Managing your resources effectively
  • Carrying out financial tasks effectively
  • Maintaining proper accounting records
  • Making informed management decisions
  • Complying with legal, regulatory and funder requirements
  • Demonstrating financial competence to funders and potential funders
  • Procuring and commissioning for contracts to deliver services
  • Reviewing financial policies and procedures to ensure best practice

Haringey Community Link Forum (HCLF)

The Compact logo

Haringey Community Link Forum or HCLF provides the voluntary and community sector (VCS) with an opportunity to influence decisions on local policy and services. By getting involved in the HCLF, Haringey VCS organisations get the opportunity to have their say on issues such as homelessness, children and young people, health and wellbeing, enterprise etc that effect the everyday life of the communities we serve.

What does the HCLF do?

  • Engage VCS representation at the strategic decision making levels
  • Influence local policy development and service provision
  • Galvanise the voice of the wider VCS in Haringey on key local developments
  • Raise awareness of key initiatives
  • Share information with the wider VCS
  • Increase inclusion of communities

The HCLF enables the VCS to respond to various government papers. It plays a significant role in making sure that the Councils commissioning processes are fair to all and most recently the HCLF collaborated and is putting together a Positioning Paper in response to budget cuts proposals from the Council.

In these difficult times, it is vital that you engage with us at the HCLF.

Funding Advice

Advice, information and support on funding free of charge direct to voluntary and community organisations in Haringey. Training courses are also provided on a regular basis.

During 2007, we have helped raise £1.5 million for organisations in Haringey so far.
